Gnomes are definitely an interesting race, and I agree that they fall in a weird space between halflings and dwarves. In my campaign setting, I differentiated halflings and gnomes in the same way that 4th edition differentiated Elves and Eladrin. Halflings are the “short humanoids” native to the material plane, and gnomes ancestors spent enough time on the Feywild to make them a biologically unique race. Halflings tend to be curious explorers, and gnomes tend to be flashy tricksters with a thing for bright colors and illusions.
On the subject of crafting, I’ve always thought of gnomes as machinists, and dwarves as smiths and architects. Gnomes build confusing mechanical contraptions, while dwarves build simple, effective tools.
